CONSTITUENCY CAPACITY BUILDING PROGRAMME – SKILLS
Please be advised that BUSA has been granted funding in terms of the NSF constituency capacity building funding project to execute the capacity building and advocacy project to its constituency.
During the evaluation of NSDS 1 and in preparation for NSDS 2, it was found that there was generally, a lack of information regarding the National Skills Development Strategy; people did not know who represented them on SETA boards and how the people were appointed; and there was equally a lack of knowledge in terms of how to access funds for skills development.
The above findings reflected a lack of capacity which leads to reluctance in participation in the skills revolution by the greater part of the Business community who are actually supposed to be beneficiaries; hence there was a need to enable BUSA to disseminate information to members and potential beneficiaries of the NSDS.
The aim is to increase the number of people who would advocate for participation in the skills development initiatives, increase the capacity of business formations or organisations to be able to deal with queries from their members and to increase a pool of people who can participate at SETA boards and other structures with an understanding of what is happening in the skills development arena.
A total of three one day workshops will be held in each of the nine provinces, hence 27 workshops across the country. Each workshop will cater for approximately 26 to 27 persons.
The Workshop is designed to achieve the following:
- Explain the Skills Development Levy Grant System highlighting the benefits of participating in such a system.
- Clarify the NSDS and how companies could assist in achieving targets.
- Explain how companies can get involved in their various SETAs as well as those SETAs they need to be registered with.
- Encourage Senior / Executive Managers to participate in the governance structures of the SETAs, especially at the Boards of the various SETAs.
- Increase the pool of knowledgeable people within the constituency.
- Explain the Skills Development legislation and other related legislation and structures.
- Elaborate on the provisions of the Skills Development Amendment Bill, 2008 and other related legislation undergoing amendment, and the impact of these changes on employers.
- To provide information with regard to the Workplace Skills Plans and Annual Training reports.
You are kindly requested to peruse the attached schedule of dates and venues (Annexure A) and submit names and details of delegates to attend the workshops as per the format provided in Annexure B hereto.
Please note that delegates will be provided with a maximum contribution of R 150, 00
per delegate towards travel costs, upon completion of a claim form to be provided at the workshop venue.
